About Hopes & Actions Foundation
Hopes & Actions Foundation is a women-led digital policy organization dedicated to promoting and defending digital rights in Sudan. Our mission is to unite with activists, civil society organizations, professional groups, communities, and social movements to advocate for a just and sustainable world in this technologically fast-paced era. We envision a digital society that values and upholds all digital rights, specifically striving to ensure that women’s and marginalized voices are heard, respected, and protected in the digital realm.
Our organization was founded in 2022 to address barriers hindering women’s internet access in Sudan, a context shaped by online violence, decades of authoritarian rule and economic sanctions. Our interdisciplinary team, composed of women with expertise in cybersecurity, information technology, human rights, and women’s rights, addresses the multifaceted challenges women and civil society face in Sudan’s digital landscape. Our work is crucial for ensuring that all voices can be heard and that digital technologies are used to promote equality and justice, particularly as online spaces become increasingly important for mobilization and advocacy.
Project Summary
In response to the ongoing conflict in Sudan, which has amplified Online Gender-Based Violence (OGBV) and gendered disinformation, Hopes & Actions Foundation is implementing a multi-pronged project to counter OGBV funded by Doria Feminist Fund. The project aims to:

Empower female leaders (politicians, peace advocates, journalists, lawyers, and human rights defenders) with digital security skills and a deeper understanding of OGBV.

Enhance the capacity of female politicians to develop and implement zero-tolerance policies for OGBV within their political parties.

Develop a tailored digital security guide for civil society organizations, women human rights defenders, and journalists to enhance their ability to operate securely.
Position: Monitoring and Evaluation (M&E) Consultant
Hopes & Actions Foundation is seeking a dedicated and experienced third-party Monitoring and Evaluation (M&E) Consultant to oversee the M&E activities for our core support and emergency response grants. The M&E Consultant will play a critical role in ensuring the quality, effectiveness, and impact of our initiatives, with a particular focus on feminist and inclusion principles before the end of the project in December 2025.
Key Responsibilities

Framework Implementation: Utilize and adapt the M&E framework, which includes a self-rated marker and a moderator tool for focus group discussions (FGDs) and key informant interviews (KIIs), to evaluate the effectiveness of interventions.

Data Collection and Analysis: Lead the collection of both quantitative and qualitative data to track project outcomes. This includes gathering stories of adaptive strategies, community testimonials, and examples of participatory decision-making.

Performance Monitoring: Track and report on key performance indicators, such as the number of safeguarding protocols implemented, and the number of collaboration agreements formalized with local organizations.

Qualitative Insight Gathering: Conduct or oversee qualitative data collection using techniques like FGDs and KIIs to capture insights and narratives on intervention outcomes and impacts. This includes documenting discussions on the practical application of feminist principles of the Internet, ripple effects, and challenges in reaching underrepresented groups.

Reporting and Documentation: Contribute to grant reporting by providing updates and auto-evaluations, including reflections on achievements, challenges, and lessons learned.

Evaluation Support: Support mid-term and final evaluations by applying techniques such as Most Significant Change or Outcome Harvesting to identify meaningful stories and systemic outcomes. Analyze total self-rated scores to assess the level of feminist and inclusion focus, identifying areas for improvement.

Collaborative Learning: Foster a culture of collaborative learning by participating in discussions and providing insights that help the team identify shared challenges, successes, and emerging best practices across grantees.

Safeguarding and Inclusion: Ensure that M&E processes are inclusive and ethical, with a strong focus on safeguarding protocols and the respectful engagement of marginalized communities.
Required Skills and Qualifications

Proven experience in a monitoring and evaluation role, preferably within a non-profit or civil society organization.

Strong understanding of feminist principles and participatory M&E methodologies.

Experience with qualitative research techniques, including designing and conducting FGDs and KIIs.

Familiarity with data collection, analysis, and reporting for grant-funded projects.

Excellent communication and collaboration skills, with the ability to work effectively with diverse teams and stakeholders.

A commitment to the mission of Hopes & Actions Foundation and its work in promoting digital rights and social justice.

Experience with or knowledge of the political and social context in Sudan is a plus.

Fluency in English and Arabic is highly desirable.
